Identify the wolf in sheep’s clothing

The All India Audit and Accounts associations have issued a circular last day (Circular - 19 dated 4th August 2016). They have come up with a new interpretation for the recommendations of 7cpc on 5400 to AAOs after 4 years issue. It was stated that “a plane reading of annexure III of the resolution will give an impression that the question of grant of GP 5400 to AAOs of Defence Accounts and Railway Accounts only have been referred to DOPT - as there is no mention of other organised accounts and IA&AD in the resolution. In such a situation we can take it that the demand is conceded. Reading the same resolution (annexure III) can give another twist – the recommendation under para 11.12.140 and 11.40.83 are referred to DOPT for further decision there-on”. Circular concluded with provoking statements to prepare their followers to continue struggle and agitation.

However, they have accepted the fact that the Defence and Railway ministries were opposed to grant GP5400 to their AAOs while the other departments in the organised accounting group including IA&AD are totally favouring the issue. They have now started to play their role as they do always. History is going to repeat. In the year 1984, these “All Indians”, so called “big association” have signed an agreement to bifurcate the department. They have given in writing that Audit is superior to Accounts and Auditors should get higher status and pay than Accountants. But when the government has agreed to give parity to Audit staff with that of the Central Secretariat, they have turned down the proposal in 1992 and in 1995. And when we lost the case for parity in Supreme Court, they distributed sweets to celebrate their victory. Now again they have come up with the twist and turn in a clear cut issue. They are now started feeding and teaching the government on the consequences of the implementation of the recommendations under par 11.12.140. They have even approached the government with false claims to extend the upgradation recommended by 7cpc to other cadres in the Defence and Railways only to reject the genuine claims in that department. On the other hand they are also trying to provoke the employees of organised accounts by saying the government will never accede to our genuine demands and preparing them for agitation. They do not know the path of bilateral negotiation but only believe in agitation. I am happy to tell them that the employees of IA&AD are wise enough to identify the wolf in sheep’s clothing. I would like to caution them, do not forget the fate of the fatty wolf.

National Audit Federation is closely monitoring the issue of 5400 after four years. We are still hopeful that the government will issue necessary orders soon. CAG office is also in regular touch with the ministry pursuing the matter. It may take a few days. Hence I request all the members not to believe in false statements issued by those who pretend to be the redeemer of the workers of the world.
