Whether the grant of GP 5400 after completion of 4 years service as AAO with GP 4800 will be effective from 01.01.2016, as if the person who completed 4 years continuous service as AAO as on 01.01.2016 will get the same, or from any previous date. Sir, Hqtrs office had issued certain clarifications to certain offices regarding withdrwal/not to give pay fixation benefits as per MoF orders dated 10/2015 to the officers promoted as AAO from SO during the period 1.1.2006 to 29.8.2008 and got stepping up of pay with their juniors. This is a retrograde step as stepping up of pay has got no relevance to the promotion given. Request NAF to take up the case immediately with HQTRS offices to withdraw this clarification. Thanks

I have joined as accountant in 03/2010 and promoted as aao in 10/2012. I have also passed incentive exam in 2014. after getting four increment as AAO but my pay was fixed 47600 as per seventh cpc what reason please clarify it.
Manishji same case for me. Sujith Sir! Please guide us what can we take next step for remove this anomaly. In my office approx 10 AAOs are facing same situation.
Pay as on 10/2012 - 13350 plus 4800 Pay as on 07/2013 - 13900 plus 4800 Pay as on 07/2013 - 14470 plus 4800 Pay as on 07/2014 - 15050 plus 4800 (Normal Increment) Pay as on 07/2014 - 15650 plus 4800 (Assuming that you have passed incentive in July 2014) Pay as on 07/2015 - 16270 plus 4800 Pay as on 01/2016 - 55200 {(16270+4800)*2.57 = 54149.90 equivalent to 55200 in the pay matrix)
All are given assuming your pay. Please give details for further clarification, if required.
Manish: 47600 is the minimum in the pay matrix under level 8 which is arrived by multiplying 18150 (13350+4800) with 2.62. Since your grade pay was below 13350 as on 1-1-2016, you have been given minimum in level 8. This was the mistake done in the 6CPC which has now been rectified by 7CPC. That is different pay for promotee and direct recruits. The only method to rectify the same is the way as shown by Mr. Partha. But for which you have to represent individually and then through your local association/federation. The base for the above calculation can be taken from para 10.1.67 (i) of 7CPC report relating to the calculation method for pension. This calculation was given by 7CPC to rectify the mistake done by 6CPC but the same has not been accepted by the government as on date. Let us wait for the government acceptance and after that only submit your representation. Thanks to Partha for the detailed illustration.
Sujith sir! As you know, issuance of order/circular from C&AG hq. regarding non function upgradation (grade pay 5400 after four yrs.) to AAOs is the most awaited amongst all beneficial AAOs. So kindly give your valuable comment and status of latest position of this issue on weekly basis.
Regarding 5400 after 4 years: it was told that the ministry of finance, DoPT have conformed that the employees in IA&AD is eligible for the same. This was ensured orally but waiting for a written reply from the ministry. It is expected to be issued within a few days.

I have a small question. The 01 January 2006 was Sunday and hence no promotion was issued on that day. So, all the promotions in the year 2006 was given earlier on 02.01.2006. Dear Manish, This is a peculiar situation come up due to the impact of 6CPC entry cadre minimum pay. As per 7cpc bunching rules 5.1.36-37, if situation arise whenever more than two stages are bunched together, one additional increment equal to 3 per cent may be given for every two stages bunched and pay fixed in the subsequent cell in the pay matrix. However, the illustration given in 5.1.37, shows how the effect of bunching is being given under normal circumstances. In the said circumstances 7 stages will be bunched into 47600 (minimum pay in level 8) But applying the government order on the basis of 7cpc recommendations, more than two levels can not be bunched together. This gives some confussion and needs clarification for the finance ministry/CAG. Let us wait for the clarification.
One more demand should be raised as we all are remain on tour throughout the year mobile and internet connection is necessary to receive information forwared by hq and remain in contact with them For this mobile connection with internet connection is must in todays scenerio
This demand was already included in our mommorandum submitted to 7CPC This was also forwarded to 7CPC by CAG. Now we have to make a demand in this regard with the CAG.

Yes you are right. If the promotee to the post of AAO is treated at par with direct recruit, the pay should also be equal to that of direct recruits. that is all promotee should also be paid with entry cadre minimum pay. You can represent for the same. Request your office to send your request to the headquarters office.
Is there any requirement to approve bunching order from HQ. Our office wants to clarify as we have submitted bunching order issued by ranchi office. Kindly comments...

Please check the home page for minutes of national executive meeting. Regarding 5400 after 4 years, it is understood that the file is pending with E-III-A (department of Finance - Expenditure) since 18-10-2016. I am in contact with them. Hope this will be cleared soon.

Sir, warm regards. I had appeared in SAS 2014 exam.. and declared successful in all 10 papers, latter my result was declared null and void and reason for the same sighted that I had not completed the probation period. It is worth mentioning here that I had been previously working as Data Entry operator in Arunachal pradesh and after technical resignation I joined in Bihar office as an Auditor and served here 1 1/2 years. Further, it was not our concern to know the pre required criteria for taking SASExam, it was offered to us to take exam. So I opted for the same. Further, if a direct AAO does not pass departmental exam in 6 chances. He or she is terminated but due to mercy he or she is freshly appointed as Auditor then he must serve two years as probation period but their service as well as previously passes paper is count. Tell me what to do, it is an injustice or not ..
Sir, the details of the account number only has been given for dealing in court cases. No details regarding the bank name, branch name and IFSC code had been given. pls provide the same as it may help the individuals to deposit the money directly into the account. Further it would be helpful if the details of the case viz placing in the higher scale is not promotion etc are given nor the details of the person to who to be contacted for getting the details may pls be given.

Why CAG has not given clarification on bunching order.... Even ministry of finance has clarified on 23 february 2017 that AAOs are entitled for bunching.... They also gave example of babu bale ram jee AAO in this regard... Lalit ji kindly persue the matter with the authority....
Why they are not posting DEO B in EDP Cell, Sr. Aruditor are still there as a senior console operator but as per new recruitment rule there is no post of Sr. Console operator. As per new recruitment post is DEO A, B, C, D like that.

Reference: Chapter 11. 12.138, 11. 12. 139 and 11. 12.140 of recommendations of 7thCPC.
Respected Sir,
The Cabinet, under your chairmanship, has approved the recommendations of the Seventh Central Pay Commission (CPC) for implementation of the same.
In case of Assistant Audit Officers/ Assistant Accounts Officers of Indian Audit & Accounts Department (IA&AD) and Organised Accounts Departments, who are in Grade Pay of Rs 4800, the recommendations made by the CPC with regard to “upgrading on completion of four years’ service to Grade Pay of 5400 (PB-2), viz., Pay level 9, in the pay matrix” has been approved by the Cabinet. However, in Gazette Notification in case of Defence Accounts Department and Railway Accounts Department it was mentioned that the matter would be referred to the Secretary, DOPT for examination.
It is a matter of concern that even at the time of implementation of Sixth CPC recommendations, despite the Cabinet’s approval, in Gazette Notification the name of Section Officers of Organised Accounts Departments and of IA&AD were omitted resulting in non-implementation of Cabinet decision. The Seventh CPC has mentioned about the then Cabinet decision in Chapter 11. 12. 138 (Copy enclosed). It is a matter of great concern for not only the employees but also for the country that bureaucracy dares to even deny carrying out the decisions of the Cabinet.
Unfortunately, this time also, despite Cabinet’s approval, the recommended pay scales for the Assistant Audit Officers/ Assistant Accounts Officers of IA&AD & Organised Accounts Department as approved by you in Cabinet meeting has not yet been implemented. The relevant portion of recommendations made in Chapter 11.12.140 by the present CPC is enclosed for immediate reference. It may not be out of place to mention here, how the founding fathers of the Constitution had foreseen this problem and pointed out in the Constituent Assembly about the need for independence of Audit is required more than the judiciary as the judiciary broadly deals with criminals but audit deals with function of Executive.
This Confederation urges upon you to look into this matter and kindly cause appropriate action to ensure that bureaucracy do not tamper with Cabinet decision to satisfy their ill-conceived antagonistic attitude towards the audit and accounts departments and the appropriate orders may please be issued conferring the approved pay fixation benefits to the AAOs, by upgrading their Grade Pay to Rs 5400 (PB- 2) in pre revised pay scale on completion of 4 years of service as AAO and thereafter fixing the pay under the new Pay level - 9 in the pay matrix as recommended by the 7th CPC.
An early action is solicited, please.

i wish to bring your kind attention with regard to reimbursement ofTA/DA issue in respect of G&SSA TN&P wherein if a AAO/AO/Sr Ar falls sick during the course of audit and if he joins in the next unit of audit or in the same unit he will not entitled for TA/DA for to and fro the matter has been taken up with the local AG however our legitimate demand was not acceded to hence i request you take up the matter with the respective authorities concerned
Today I came across with an order of granting enhanced DA to be given to person retired on 3oth June as that was implemented in AG, Hyderabad. The references are (as mentioned in the website) a) CAT Hyderabad Bench OA No.552 of 2003;( I think judgement, though not mentioned in the website) b) High Court , Andhra Pradesh WRIT PETITION NO.26506 OF 2012 dt.11/9/2012 c) Supreme Court SLP No.16237/2013 dt.27.10.2014 d) Through Lr No.PAG(G&SSA)/Legal Cell/RTI/F.No.118/2016-17/D.No.45 dt.02/11/2016 intimated that Supreme Court order was implemented for payment of Retirement Gratuity & cash equivalent to leave salary.
I have only found the judgement of Supreme Court. I am not able to collect other documents. As I have retired on 30th June this year, please help me out for following favourable action.
1) Is the order as mentioned above are for similarly placed persons or only for the applicants. 2) If applicable to others, whether could you please have me a copy of all those orders so that I can apply to my HOD.

Sir, More than one year has elapsed, DOPT is yet issue orders for revision of GPS of Rs. 5400 in respect of AAOs after 4 years. Why DOPT is prolonging in issue of orders for revision of GPS when every thing is clear. Please anybody enlighten whether the revision of GPS is effective from 01/01/2006.

ReplyDeleteI had appeared in SAS 2014 exam.. and declared successful in all 10 papers, latter my result was declared null and void and reason for the same sighted that I had not completed the probation period.
It is worth mentioning here that I had been previously working as Data Entry operator in Arunachal pradesh and after technical resignation I joined in Bihar office as an Auditor and served here 1 1/2 years. Further, it was not our concern to know the pre required criteria for taking SASExam, it was offered to us to take exam. So I opted for the same.
Further, if a direct AAO does not pass departmental exam in 6 chances. He or she is terminated but due to mercy he or she is freshly appointed as Auditor then he must serve two years as probation period but their service as well as previously passes paper is count. Tell me what to do, it is an injustice or not

ReplyDeleteSir, the details of the account number only has been given for dealing in court cases. No details regarding the bank name, branch name and IFSC code had been given. pls provide the same as it may help the individuals to deposit the money directly into the account. Further it would be helpful if the details of the case viz placing in the higher scale is not promotion etc are given nor the details of the person to who to be contacted for getting the details may pls be given.

ReplyDeleteWhy CAG has not given clarification on bunching order.... Even ministry of finance has clarified on 23 february 2017 that AAOs are entitled for bunching.... They also gave example of babu bale ram jee AAO in this regard... Lalit ji kindly persue the matter with the authority....
ReplyDeleteWhy they are not posting DEO B in EDP Cell, Sr. Aruditor are still there as a senior console operator but as per new recruitment rule there is no post of Sr. Console operator. As per new recruitment post is DEO A, B, C, D like that.

Reference: Chapter 11. 12.138, 11. 12. 139 and 11. 12.140 of recommendations of 7thCPC.
Respected Sir,
The Cabinet, under your chairmanship, has approved the recommendations of the Seventh Central Pay Commission (CPC) for implementation of the same.
In case of Assistant Audit Officers/ Assistant Accounts Officers of Indian Audit & Accounts Department (IA&AD) and Organised Accounts Departments, who are in Grade Pay of Rs 4800, the recommendations made by the CPC with regard to “upgrading on completion of four years’ service to Grade Pay of 5400 (PB-2), viz., Pay level 9, in the pay matrix” has been approved by the Cabinet. However, in Gazette Notification in case of Defence Accounts Department and Railway Accounts Department it was mentioned that the matter would be referred to the Secretary, DOPT for examination.
It is a matter of concern that even at the time of implementation of Sixth CPC recommendations, despite the Cabinet’s approval, in Gazette Notification the name of Section Officers of Organised Accounts Departments and of IA&AD were omitted resulting in non-implementation of Cabinet decision. The Seventh CPC has mentioned about the then Cabinet decision in Chapter 11. 12. 138 (Copy enclosed). It is a matter of great concern for not only the employees but also for the country that bureaucracy dares to even deny carrying out the decisions of the Cabinet.
Unfortunately, this time also, despite Cabinet’s approval, the recommended pay scales for the Assistant Audit Officers/ Assistant Accounts Officers of IA&AD & Organised Accounts Department as approved by you in Cabinet meeting has not yet been implemented. The relevant portion of recommendations made in Chapter 11.12.140 by the present CPC is enclosed for immediate reference. It may not be out of place to mention here, how the founding fathers of the Constitution had foreseen this problem and pointed out in the Constituent Assembly about the need for independence of Audit is required more than the judiciary as the judiciary broadly deals with criminals but audit deals with function of Executive.
This Confederation urges upon you to look into this matter and kindly cause appropriate action to ensure that bureaucracy do not tamper with Cabinet decision to satisfy their ill-conceived antagonistic attitude towards the audit and accounts departments and the appropriate orders may please be issued conferring the approved pay fixation benefits to the AAOs, by upgrading their Grade Pay to Rs 5400 (PB- 2) in pre revised pay scale on completion of 4 years of service as AAO and thereafter fixing the pay under the new Pay level - 9 in the pay matrix as recommended by the 7th CPC.
An early action is solicited, please.

ReplyDeleteToday I came across with an order of granting enhanced DA to be given to person retired on 3oth June as that was implemented in AG, Hyderabad. The references are (as mentioned in the website)

d) Through Lr No.PAG(G&SSA)/Legal Cell/RTI/F.No.118/2016-17/D.No.45 dt.02/11/2016 intimated that Supreme Court order was implemented for payment of Retirement Gratuity & cash equivalent to leave salary.
I have only found the judgement of Supreme Court. I am not able to collect other documents. As I have retired on 30th June this year, please help me out for following favourable action.
1) Is the order as mentioned above are for similarly placed persons or only for the applicants.
2) If applicable to others, whether could you please have me a copy of all those orders so that I can apply to my HOD.

Sir, More than one year has elapsed, DOPT is yet issue orders for revision of GPS of Rs. 5400 in respect of AAOs after 4 years. Why DOPT is prolonging in issue of orders for revision of GPS when every thing is clear. Please anybody enlighten whether the revision of GPS is effective from 01/01/2006.
